The Scenario

Power, Responsibility & the Ethics of Artificial Intelligence
The Algorithm That Decides

It is 2031. A city in Europe has deployed an AI system called ARIA — Automated Resource and Infrastructure Allocator. ARIA controls traffic lights, hospital bed allocation, energy distribution, and emergency response prioritisation across a city of 2 million people.

One evening, a major storm hits. The power grid is failing. ARIA must make a decision in 4 seconds: divert emergency power to the children's hospital (saving 12 critically ill children) or to the city's water treatment plant (preventing a contamination crisis that could affect 40,000 people over the next 72 hours).

ARIA chooses the water treatment plant. Three of the twelve children do not survive the night.

The next morning, the city's mayor holds a press conference. She must explain the decision to the public — and to the families of the children who died.

Key terms for today
Utilitarianism

The ethical theory that the morally right action is the one that produces the greatest good for the greatest number of people.

Deontological ethics

The view that the morality of an action is based on rules and duties — some actions are inherently right or wrong, regardless of their consequences.

Moral responsibility

The idea that an agent (person or system) can be held accountable for their actions and their consequences.

Algorithmic bias

When an AI system produces systematically unfair outcomes, often reflecting biases in the data or values it was trained on.
